Development of Urban Adaptation Plans for cities with more than 100,000 inhabitants in Poland
44 Polish cities, in cooperation with the Ministry of the Environment, participate in the project aimed at adapting them to the observed and prognosed climate changes.
The project is performed by leading entities operating in the environment protection sector, i.e. a consortium composed of: Environment Protection Institute — National Research Institute (leader), Institute of Meteorology and Water Management — National Research Institute, Institute for Ecology of Industrial Areas and a consulting and engineering company ARCADIS as well as a subcontractor responsible for project communications — Deloitte Polska.
THE ENVIRONMENT PROTECTION INSTITUTE — NATIONAL RESEARCH INSTITUTE
is a research entity controlled by the Minister of the Environment, carrying out research and R&D works for the national economy development, in the field of environment protection, sustainable development, counteracting climate changes and promoting adaptation to its effects, as well as reasonable use of the environment and its resources. The Institute also carries out research and assessment of the environment condition, including environment monitoring.
With respect to the tasks of the National Centre for Emissions Management, it is an administrator of the EU emission trade system in Poland, running the Polish section of the register of emission allowances, prepares analyses and reports related to the emission balance for substances emitted to the atmosphere. The institute has long research experience in the field of environment protection (including urban environment), including but not limited to adaptation to climate changes, environmental assessments, water and wastewater management and environmental basis of spatial planning.
In 2012–2013 it carried out KLIMADA project called “Development and Implementation of the Strategic Adaptation Plan for Sectors and Areas Sensitive to Climate Changes.”
THE INSTITUTE OF METEOROLOGY AND WATER MANAGEMENT — NATIONAL RESEARCH INSTITUTE
possesses experience and appropriate resources to identify natural meteorological and hydrological hazards and predict them, considering climate changes, as well as to manage those hazards by means of reduced exposure and sensitivity of humans and assets to adverse phenomena, improved socio-ecological capabilities of systems to cope (resilience) with the extreme natural hazards, and to implement the above measures to local, regional, national and international policies (strategic planning documents).
THE INSTITUTE FOR ECOLOGY OF INDUSTRIAL AREAS
is a research institute controlled by the Minister of the Environment. It carries out research related to environment management, from estimating pollutant emission to the environment, through monitoring, environment and health risk assessment, to the eco-friendly policy at various management levels.
The institute’s priority is the studies of the sustainable development of brownfields and post-industrial area using the tools for multi-aspectual analysis of environment processes. It has experts in the field of meteorology and climatology, air protection and adaptation to climate changes, environment and spatial planning, social communications, eco-friendly policy and environment management. As the member of international consortiums, it participated in 40 research projects and in over 20 R&D projects funded by the European Union.
In 2014, the Institute prepared an expert’s report called “Assessment of Urban Areas Sensitivity to Possible Hazards Related to Climate Changes” for the Ministry of the Environment.
ARCADIS SP. Z O.O.
is an international consulting and engineering company employing experts in the field of water management, adaptation to climate changes, environment and planning. The company has extensive experience on the Polish market and strong support of specialists in the global structures. Moreover, ARCADIS took part in pilot projects for EU devoted to climate changes.
Participation of such a renowned consulting company, experienced in the development of strategic documents related to the adaptation to climate changes, will promote wide use of experience and strong support for recognized institutes.

a subcontractor in the field of communications and project promotion.
All contractors possess extensive experience in performing initiatives referring to adaptation to climate changes and large projects with a huge group of stakeholders and end product addressees. The said entities cooperated also with the national and local administration bodies.
The Environment Protection Institute was responsible for preparing research analyses for the project called “Development and Implementation of the Strategic Adaptation Plan for Sectors and Areas Sensitive for Climate Changes — KLIMADA”, commissioned by the Ministry of the Environment in 2011–2013.
The Institute for Ecology of Industrial Areas prepared an expert’s report used as grounds for the development of the “Adaptation Manual for Cities. Guidelines for Preparing an Urban Adaptation Strategy for Cities with over 100 Thousand Inhabitants.”
The Institute of Meteorology and Water Management and ARCADIS contributed to creating the Polish “Flood Risk Management Plans.”
